- In November 2021, the strategy will be approved by decision of the local council
- On paper, (although the document still bears many annotations), the citizens of Constanta promised to build a cultural infrastructure within a reasonable time (not without an expiration date)
- Although the idea of capturing the royal palace of Mamaia and turning it into a cultural goal was welcomed, it was not realized even on a declarative level.
- Implementation of the idea of restoring the memory of King Charles I, the modern founder of Constanta, has been delayed, although of all the objectives assumed in the strategy, it is perhaps the most accessible.
- Off topic but not really. The municipality of Constanta announced on April 15, 2021 that it had submitted a nomination file for the title of “World Book Capital” UNESCO 2023. Meanwhile, it lost this competition to the city of Accra in Ghana
In order not to continue to be duplicated in terms of regulations in this state, the Çeşak administration together with the Constanta Working Group promised a cultural strategy for the next ten years.

In November 2021, the strategy will be approved by decision of the local council.
On paper, (although the document still bears many annotations), the citizens of Constanta promised to build a cultural infrastructure within a reasonable time (without an expiration date).
Respectively, the Palace of Culture, modern halls of the Constanta theaters, art galleries, buildings for city museums (not with any money, if they were not able at least to start the rehabilitation of existing museum spaces, but urgently need interventions) and rehabilitation of heritage objectives.
Although the idea of capturing the royal palace of Mamaia and turning it into a cultural goal was welcomed, it was not realized even on a declarative level. The only reaction recorded in the media came from the Ministry of Culture.
We turn to the project, which refers to the acquisition, rehabilitation and cultural valorization of some important buildings in the municipality, some of which are heritage buildings.
The summer theaters of Constanța and Mamaia which are not even in the heritage of Constanța City Hall, Casa d’Italia and Hanul Balcan are nominated in the Strategies list.
For Han, the dice had already been rolled and he already had an owner, after the city council hadn’t bothered to exercise his right of pre-emption.
As for the Casa d’Italia, there have been some discussions with the Italian Embassy here, but since spring there is no more information, so it wouldn’t be out of the question to find out that this building was sold by accident.
The implementation of the idea of restoring the memory of King Charles I, the modern founder of Constanta, was delayed, although of all the objectives assumed in the strategy, it was perhaps the most accessible. The promised statue in the mirror, along with the statue of Queen Elizabeth, should be placed on the waterfront of the casino. Moreover, the name Carroll could have been given to the future Madrid street, which was financed through the Anghel Saligny programme, but this was not required.
Just as easily, it was possible to put into practice the highlighting of the heritage and ethnic diversity of the municipality by naming the streets in a district of Constana (one of the newest neighbourhoods) after the figures of minority communities, making a gallery of portraits of old minority figures or alley figures of minorities, by placing the busts .
Even the construction of the house of Ovidius, the spiritual project of the coordinator of this strategy, has not taken concrete steps in the past nine years.
We’ve all read about the establishment of the Institute of Dubography in Constanta, but most of us have probably had a hard time explaining what “poet” means. Maybe we pass wrong, maybe pride feeds, we pass, anyway, none of the above things started.
At the end of the mandate, they’ll likely come up with the explanation: We wrote it down and a reasonable 10 years, to implement the points in the strategy.
If they forget, we remind them that they promised that by the end of 2022 Constanta residents will see in public circles renovated and modernized art galleries, rehabilitated buildings and Tomis magazine on the “kiosks” of the Internet environment, but also important steps within the REACTIS program, to support owners of heritage buildings On the peninsula for the completion of facade rehabilitation works.
Instead of an epilogue, off-topic but not really … On April 15, 2021, the municipality of Constanta announced that it had submitted a candidacy file for the title of “World Book Capital” UNESCO 2023.
Meanwhile, City Hall officials forgot to inform us that they lost out on this competition after the Ghanaian city of Accra was designated World Book Capital 2023 for its emphasis on young people and their ability to contribute to the advancement of culture and luxury in Ghana.
The proposed Accra program seeks to use the power of books to energize youth as an effective means of shaping future generations.
This year (April 23, 2022) the city of Guadalajara in Mexico will be the World Book Capital and, for a year, will host various events and appearances to promote books and reading.
Live day. The fragility of cultural life under a strategy for the next ten years. Constanta applies for the UNESCO title, but allocates 2% to culture!
