The Executive Authority, in a meeting on Thursday, adopted the emergency law to amend some of the normative laws that regulate support programs for the mountain region, and thus be simplified allocated to these programs.
According to a press release from the Department of Agriculture, in order to simplify the legislative process and increase its predictability, three emergency laws have been combined into one standard law.
“Thus, the legal framework that approves the investment program for the establishment of milk collection and/or processing centers in the mountainous region, the investment program for the establishment of mountain herds, and the investment program for the establishment of primary collection and distribution centers. Modifying the processing of forest fruits, mushrooms and/or medicinal and aromatic plants from plants. spontaneous and/or farmed in the mountainous region,” the press release said.
The programs will run until the end of 2022, and related payments can be made until December 29, 2023. The assistance is granted by the Ministry of Agriculture and Rural Development, and the authority responsible for managing the schemes is the National Mountain District Agency.
After the approval of this normative act, subsequent government decisions that will apply the provisions of the laws regulating support programs for the mountain region will be drawn up on the approval department. In this way, the three investment programs for the sustainable development of the mountainous region will be financed.
The investment program for the establishment of milk collection and / or milk processing centers in the mountainous region aims at the following types of investments: Investments in the construction of special milk collection centers to collect quantities of milk collected from producers and maintain them in optimal conditions, milk cooling tanks capacity of not less than 1500 liters , the maximum eligible value is 500,000 lei; Investments in the establishment of dairy processing centers, respectively, for processing and preservation / storage in optimal conditions for products resulting from dairy processing, with a maximum value of 1700 million lei; Investments in the construction of milk collection and processing centers, which is an integrated investment respectively that includes both the collection component and the dairy processing component, with a maximum value of 1.9 million lei.
The investment program for the construction of the mountain sheds takes into account the investments in the construction of the mountain sheds in order to process milk and obtain milk-derived products in appropriately arranged space, shelters for animals and breeders, with a total eligible maximum project value of 300,000 lei.
The investment program for the establishment of mountain herds and the investment program for the establishment of gathering centers and primary processing of forest fruits, mushrooms and/or medicinal and aromatic plants provide the following types of investments: Investments in the establishment of fruit collection centers for forest and/or mushrooms and/or medicinal and aromatic plants cultivated in the region mountain, respectively for the collection, sorting, washing, conditioning and storage of cultivated forest fruits, mushrooms and/or medicinal and aromatic plants, respectively. The maximum eligible project value is 600,000 lei; Investments in the establishment of centers for the collection and processing of forest fruits and / or mushrooms and / or medicinal and aromatic plants from saplings and / or cultivated in the mountainous region in the operations of collecting, sorting, washing, processing, conditioning and storage conditions optimally for forest fruits and / or mushrooms and / or Medicinal and aromatic plants are spontaneous and/or cultivar plants, with the project eligible maximum total value of 800,000 lei.
Beneficiaries of investment programs can be authorized natural persons, sole proprietorships and family businesses, groups of producers, agricultural cooperatives, legal persons, and legal persons carrying out activities in the agriculture and/or food industry.
Eligible beneficiaries, regardless of the type of investment they choose, must cumulatively fulfill the following conditions: to operate in the mountainous region, have access to only one type of investment only once during the entire program period, and not have received similar support through the national program For human development 2014-2020, including the transition period.
